The Gauteng Provincial Legislature (GPL) conducted a study to the assess the implementation of the Sector Oversight Model (SOM) in the institution. The study sought to establish the level of understanding and implementation by GPL MPLs and staff, as well as an assessment of the effectiveness in holding the Executive accountable, of SOM. Although the study was predominantly qualitative in nature, it also embedded some quantitative questions in order to determine the extent of understanding of the model and its imperatives in the GPL.
The study findings revealed that SOM allows the GPL to monitor the performance of provincial departments by utilising set of imperatives and tools. Put differently, in general, although it needs some enhancements, the study found that SOM is necessary to enable effective oversight and promote accountability and transparency.
