Transparency and accountability are the cornerstones of a healthy democracy. Members of the Provincial
Legislature (MPLs) are public representatives, there is therefore a high level of expectation that they are
transparent and are held accountable for their actions as elected public representatives. The public as
electorates have entrusted MPLS as their public representatives with public resources, therefore it is
imperative that they conduct themselves with integrity, be accountable and transparent whilst upholding
the highest ethical standards.
The Financial Disclosure Framework serves as a vital instrument in holding MPLs accountable. The
framework serves as a blueprint for MPLs to annually and as and when their financial interests change, to
declare their registrable interests. It is against this background that Members of the Gauteng Provincial
Legislature are required to disclose their registrable interests in compliance with the Conflict-of-Interest
Code and Disclosure Framework for Members.
The Financial Disclosure Framework is not only a compliance mechanism for MPLS, but a yardstick
that reflects a commitment to good governance. It is a bold statement that gives expression to foster
a culture of transparency, accountability, ethical conduct and integrity to deter corruption and abuse of
public office by MPLs. The Register of Members’ Interests is one of the tools used in managing the
Conflict of Interest that might arise in relation to the Members’ role as public representatives.
The main purpose of the Register of Members’ Interests is to provide information of any pecuniary
interest or other material benefit which a Member receives which might reasonably be thought by others
to influence the Member in the execution of his/her functions and in his/her decision making as a public
representative.
The duration of the disclosure is as per the Conflict-of-Interest Code and Disclosure Framework, which
requires that Members disclose their interest within 30 days after the opening of the Legislature or
appointment of a Member. In this regard, the 2024/25 period for declaration was from 01 March until 30
March 2025 for all Members.
