The Gauteng Provincial Legislature (GPL) is the parliament of Gauteng and a State organ that is empowered by the South African Constitution to make laws for the province and ensure that the people of Gauteng have a say in the governance of the province through participating in legislative processes. GPL also oversees the work of the Gauteng Provincial Government (GPG) with the aim to enhance service delivery and facilitate cooperative governance.

Since its inception, the Legislature sought to promote public participation to enhance democratic principles and values. The State of the Province Address is the main ceremonial event on the GPL calendar and is a platform for the Gauteng Premier to communicate the Government service delivery action plan and priorities for the year ahead.
