The Portfolio Committee on Roads and Transport in the Gauteng Provincial Legislature invites all interested stakeholders to a public hearing on the proposed Gautrain Management Agency Bill [G001-2017].

 

Roads and Transport Public Hearing

The Bill seeks to amend the Gautrain Management Agency Act, Act 5 of 2006 by amending the following aspects of the Act:

  1. Objects of the Gautrain Management Agency
  2. Extending the scope of projects that the Agency may undertake
  3. Amending the functions of the Agency
  4. Providing for the limitation of liability
  5. Providing for consequential amendments, and for matters connected with above amendments.

The above mentioned amendments are necessary to i.a. broaden the scope of the Act to enable the extension of the Gautrain Rapid Link to other areas in line with the approved 25 year Gauteng Transport Master Plan. The amendment will also assist in similar projects including broader public transport and rail related projects that fall within the functional areas of the Province’s powers under schedule 4 of the Constitution.

The Portfolio Committee, Chaired by Honourable Jacob Khawe will conduct the first round of public hearings as part of the Legislature’s law making process and as the only institution of State that is empowered by the Constitution to make laws for the Gauteng Province. This is also a legislative process that compels GPL by the Constitution to open its doors for ALL people of Gauteng to participate meaningfully in law-making through public hearings to ensure the Gauteng Provincial Government manages the province with transparency and accountability.
