The Gauteng Provincial Legislature will host the High Level Panel (HLP) on the Assessment of Key Legislation and the Acceleration of Fundamental Change that was established by the South African Speakers’ Forum in January 2016. The Forum represents Speakers of all Legislatures in South Africa and is chaired jointly by the Speaker of the National Assembly, Hon. Baleka Mbete, and the Chairperson of the National Council of Provinces, Hon. Thandi Modise.

The HLP is Chaired by former President Kgalema Motlanthe and consists of eminent South Africans representing civil society, business, Judiciary and academia. The mandate of the HLP is to assess the impact of existing legislation, identify legislative gaps, propose action steps by Parliament in the core area of its mandate, and review legislation on the following areas:

The Triple Challenges of Poverty, Unemployment and Inequality;
The creation of, and equitable distribution of wealth;
Land reform, restitution, redistribution and security of tenure;
Nation building and social cohesion.
Public Hearings, Round tables and various public outreach activities have been scheduled to fulfil the Panel’s mandate to address specific themes under investigation.
