The Portfolio Committee on Roads and Transport, led by Hon. Mafika Mgcina hereby gives notice and invites all interested stakeholders to
public hearings on the proposed National Land Transport Amendment Bill.

The Bill seeks to amend the National Land Transport Act 5 of 2009 (the Act) by, amongst others: making provision for non-motorised transport (NMT) and accessible transport; bringing the Act up to date with developments since its implementation; providing for certain powers of provinces to conclude contracts for public transport services; expanding the powers of the Minister to make regulations and introduce safety measures; prescribing criteria and requirements for municipalities to enter into contracts for public transport services; amending other transport-related legislation to bring it in line with the Act making provisions for e-hailing services; providing for consequential amendments and matters connected therewith.

These public hearings are held in fulfilment of the Gauteng Provincial Legislature’s constitutional duty to facilitate meaningful public involvement in its law making processes as mandated by section 118(1) (a) of the Constitution of the Republic of South Africa (1996).
